Schedule: Monday-Friday, 8:00am-4:45pm

The payroll clerk will be responsible for the preparation and distribution of payroll, the benefits records administration, management reports, reconciliation of payroll data to the General Ledger, monthly, quarterly and year end payroll tax reporting, ensuring compliance with tax and labor regulations, and the Northern Arapaho Tribe policies and procedures.

Supervision Received:
Performs duties and responsibilities under the supervision of the Administrative offices for the Wind River Family and Community Health Care.

Must have High School Diploma or GED. Bachelor's degree in accounting, Finance, Business Administration or a closely related field, or a minimum of three years experience managing or using a computerized high volume and diverse payroll, or an equivalent combination of education and experience. Experience with MIP software preferred.
Advanced knowledge of governmental accounting and business accounting and auditing standards and practices.
Knowledge of Native American culture and experience with Tribal Government issues strongly preferred.
Above average understanding of process flow and procedures. Ability to demonstrate good planning, organizing and coordinating skills. Knowledge of Microsoft Office, including Excel and Word. Excellent communication and report writing skills. Able to work effectively under time pressure and constraints.
Must be bondable.

Duties and Responsibilities:
Participates in the preparation and maintenance of all payroll and disbursement records. reports and files in the processing and issuance of payroll. Must have the ability to apply laws, policies and contract provisions pertaining to payroll procedures.
Must have knowledge of the payroll system, basic knowledge of payroll rules and regulations, principles, methods and practices of financial record keeping and employment contracts, Federal and State laws, and departmental policies and procedures relative to salary administration.
Analyze complex financial data and prepare accurate records and reports. Perform calculations and post payroll deductions, reductions and payments rapidly and accurately. Maintains a payroll related account through specified cycles meetings required deadlines. Maintains controls for balancing of State taxes, if applicable, Federal taxes, and W-2’s in ensure correct year-end reports; submit final transmittals for both State and Federal information on or before deadlines.
Perform payroll related duties under the stress of strict deadlines. Proofread and reconcile all payroll-related accounting records to check for arithmetical accuracy, completeness and compliance of regulations. Calculate earning of employees, including regular and overtime hours. Calculate deductions, such as income tax withholding, social security and insurance. Enter and track leave hours for employees. Correct any problems in employees checks, and/or explain calculations in a professional manner, and analyze situations accurately and adopt an effective course of action. Establishes and maintains accurate confidential records and files, and communicates effectively both verbally and in the written form.
