Job Summary:
The Clinical Care Operations Officer (CCOO) will serve as one of two Senior Services Managers for the operations of the Wind River Family and Community Health Care System. Senior Service Managers act as the General Managers and coaches to the department heads under their line responsibility and authority. As such, the CCOO ensures that operation objectives and results are in accordance with overall organizational goals, and meet patient service needs. The CCOO will work to develop the correct strategies and tactics to deliver desired business and service outcomes and to determine what work needs to get done, how much to invest in which efforts, and how to prioritize opportunities within the departments under his/her care and supervision. The reports to and works with the CEO to match the right people with the right departments and duties. The CCOO is an Administrator and has no responsibilities for direct staff duties, however he/she may be assigned certain special assignments when development of new models of service are proposed. The CCOO must be available to department heads over which he/she is assigned responsibility.
The CCOO will coordinate his/her efforts with those of the Clinical Operations Officer (COO) who is their counterpart, but who has responsibilities and oversight of operations/departments that are not providing direct patient care services. The CCOO and COO will work as a team to resolve general management issues for their respectively assigned departments and report directly to the Chief Executive Officer (CEO) of the WRFCHC, who retains final approval of any actions or resources beyond their scope of work.
The CCOO has overall responsibility for profit-and-loss accountability and for meeting quality and performance measures for the departments under their management authority. He/she must develop a strategic view of the core capabilities of the broader WRFCHC operation and efficiently secure the resources needed from the CEO. The CCOO must hold an integrated perspective of the health system as a whole and understand how their part of the business fits in with the larger enterprise. This requires a skill set to break down silos, enable collaboration across organizational boundaries and empower departmental heads to provide day-to-day guidance on objectives, priorities and tasks.
The CCOO is part of the CEO’s management team. Assigned department heads report to and work through their CCOO in ensuring that they have the appropriate resources and policies and procedures in place that ensure coordinated services across departments for quality patient care and responses. The CCOO is responsible for reporting to the CEO on departmental performance and to insure that each department under their management is equipped with the right capabilities and people who possess the necessary skills and tools, and that they are deployed appropriately.

Essential Functions:
The CCOO is responsible for effective and efficient operation of all non-clinical services and supports that are essential for clinical operations at WRFCHCS facilities.
He/she provides administrative direction, evaluation, and coordination of the functions and activities between assigned departments to ensure the operation objectives and results are in accord with the health systems overall needs, including the authority to recommend hiring or termination of employees, subject to the approval/disapproval of the CEO.
He/she communicates routinely with the CEO concerning policy recommendations and suggested courses of action pertinent to the efficient operation of assigned departments and recommends departmental reorganization when necessary to carry out these recommendations or improve efficiency.
He/she implements new policies, disseminates pertinent information following administrative directives; and recommends improvement of health system facilities in assigned areas, including construction or renovation of structures or purchasing new equipment.
The CCOO promotes involvement of the department heads in the preparation of the department’s budget and cost categories, educating them on the importance of the budget, forecasting and planning process.
He/she advises and makes recommendation to the CEO concerning budget, cost, and financial matters and encourages and assists department heads in establishing a measure of performance, increased productivity, quality improvement, cost controls, and maximum utilization of facilities.
The CCOO advises the CEO when executive action is necessary to accomplish these goals and he/she works with the COO in planning the activities of the individual department in relations to the other clinical care departments so as to obtain a better understanding or each other’s problems and resolve potential interdepartmental conflicts.
Responsibilities associated with these essential functions include:
· Evaluate production processes for compliance with quality requirements
· Identification of opportunities to improve processes and patient care
· Develop and implement quality management strategy and plans, including resources, systems, timescales, and financials to support the organization's annual business plan and long term strategy.
· Ensures improvement opportunities are prioritized based on their occurrence and expected impact on patient outcomes.
· Provides guidance to management to ensure performance initiatives are structured with regard to data collection, analysis of metrics establishment of benchmarks and regularly monitoring to determine progress.
· Develops plans of improvement for areas of high risk relevant to accreditation.
· Leads a team of highly skilled and motivated healthcare professionals. By providing leadership, mentoring and coaching the CCOO will keep department heads striving for the highest level of quality and compliance standards.
· Performs regular analysis of facility quality and risk performance data, and plans steps based on data analysis for ongoing improvement.
· Responsible for the ongoing review, revision, and implementation and/or adoption of relevant policies and procedures, plans, and manuals as appropriate.
· Serve as the subject matter expert for accreditation and regulatory requirements for the departments so as to advise and support departmental operations.
· Works in concert with the Services Management Team to development workforce strategies, workforce competencies and labor management strategies.
· Collaborates with the COO and Services Management Team members to formulate strategies and/or initiatives, to advance clinical quality and operational excellence to achieve best practice in patient satisfaction, patient safety, clinical outcomes, operational alignment, caregiver and provider engagement, financial value and provider satisfaction.
· Demonstrates 100% commitment to performing according to the WRFCHCS values and representing the health care system in a positive and professional manner.
· Establishes and maintains effective communication and good working relationships with administrative team members and department heads.
· Utilizes initiative; strives to maintain steady level of productivity; self-motivated; manages activity and time.
· Follows policies and procedures for infection control, safety, and risk management to ensure a safe environment for patients, public and staff.
· Utilization of Agile Management Lean Health Care principles to guide their management and actions, when appropriate.
Other duties as assigned.

Complexity of Work:
· Requires critical thinking skills, decisive judgment, senior managerial skills and the ability to work with minimal supervision. Must be able to work in a stressful environment and take appropriate action.

Master’s Degree in health care, business or a related field required
3+years of experience in progressive health care management or similar executive level experience required, or equivalent combination of education and/or experience

Knowledge, Skills, Abilities and Behaviors

Current knowledge of tribal, state and federal guidelines for health system operations of multiple disciplines and requirements for accreditation of the Accreditation Association for Ambulatory Health Care
Demonstrated expertise in negotiation coaching and interpersonal skills.
Skill in communicating information in an open and sincere manner that promotes credibility (e.g. honest answers to tough questions).
Skill in recognizing strategic business opportunities resulting from changes in the economic, technological, political/legal, or social environment.
Willingness to focus on employee development through exposure, experience and feedback.
Knowledge of customs and traditions of the People of the Wind River Indian Reservation and ability to work with diverse populations.
Excellent computer skills including ability to navigate diverse software programs and systems.
Excellent skills in data collection and analysis

Physical Requirements:

· Requires full range of motion, manual and finger dexterity and eye-hand coordination.
· Requires standing and walking for extensive periods of time.
· Requires normal or corrected hearing and vision to normal range.
