Trauma Services Specialists-Rural Violence Grant Program
Wind River Family and Community Health Care Center, Northern Arapaho Tribe (WRFCHCS) The Trauma Services Specialists – Rural Violence Program (TSS-RV) will implement, expand and establish cross-system efforts to identify, assess and respond to victims of sexual assault, domestic violence, dating violence and stalking (SA/DV/DAT/S) through a coordinated multi-system service provision that recognizes these issues as a public health emergency.
Trauma-informed specialists –RV will provide crisis and cross-system approaches that provide for the delivery of crisis, protection and recovery service delivery. They will provide for implementation and coordination of the Domestic Violence Response and the Sexual Assault Response Team at WRFCHCS, Wind River Indian Reservation to increase the safety and well-being of women and children. The TSS-RV will offer preventative services specifically designed to: 1) decrease the occurrence of SA/DV/DATV/S, 2) raise awareness of human trafficking, and 3) address the marginalized and underserved populations including homeless and the Elderly, e) create the capacity of the Northern Arapaho Tribe (NAT) to deliver a trauma-informed coordinated community response to DV/SV/DATV/S.
The TSS –Rural Violence staff will draft coordinated community response policies, protocols,and procedures for DV/SA/DATV/S and SART that will be supportive of an integrated cross-system response to protection and implement trauma informed interventions, including a Domestic Violence Victim response and creation of a Sexual assault response team coordinated by TSS across health/behavioral health/justice and advocacy systems.
The TSS will work with existing WRFCHCS cultural and traditional work groups and programs to identify culturally appropriate approaches for restoring the social and emotional well-being of victims.
WRFCHCS is the designated public health authority.
The TSS will engage in monthly workgroup and system gathered quarterly meetings for cross-system victim services education and protocol development that include Elder abuse and human trafficking concerns.
The TSS will provide education and training with a training plan/calendar of events created and coordinated with other community and network partners.
The TSS will:
1. Coordinate development of a sexual assault response team for forensic health/BH services;
2.Create a domestic violence/dating violence/stalking response for victims for the WRFCHCS and WRIR
3.Provide assistance to and coordination with abuse/sexual abuse/ domestic violence/dating violence and stalking forensic and victim care services with the WRFCHCS Trauma Services Specialist as part of the WRFCHCS – Wind River Cares 4 Kids, Defending Childhood initiative and with the WRFCHCS-Sexual Assault Services Specialist and other related federal, state and local victim services.
4.Serve as primary point of contact for care management for victims of DV/SV/DATV/S and between WRFHCHS and other health, justice system and advocacy services providers, including the Fremont County Alliance, our community partner in provision of shelter care and court advocacy services.
5.Provide case management and insure safety plans for all served.
6.Provide/coordinate education and training for health/BH/justice system and community on trauma-informed services to victims/survivors of DV/SA/DATV/S.
7.Insure access to services by marginalized populations including DV/SA/DATV/S victims/survivors with disabilities, who are homeless and who are elderly and rurally isolated.
8.Compliance with all conditions and provisions of the Rural Violence grant program as set forth in the request for proposal pages 5-7 or as required by the notice of grant award in conducting their duties and services.
Other specific duties include:
Through WRFCHCS, enter into coordination of care agreements that provides a coordinated response partners/health network of providers and support services (e.g. emergency rooms, ambulance personnel, private clinics, law enforcement victim-witness programs) that reflect WRFCHCS Rural grant priorities. Facilitate quarterly coordinated response team meetings for sharing, education, and to draft, review, revise cross-system protocols for DV/SA/DATV/S victim assistance and services for both court and non-court involved cases. TSS staff will create a comprehensive training plan/calendar of local, regional, national and on-line training opportunities and disseminate this information via list serve to enable on-going DV/SV/DATV/S education for purpose of continuing education and awareness.
EDUCATION/KNOWLEDGE REQUIRED BY THE POSITION
Bachelor in Social Work, certification preferred or related field; or Associate Degree in Human Services field with minimum of 3 year experience in services to the victims of domestic violence/sexual assault/ dating violence or stalking, professional training and/or certification in crime victim services, and willingness to become certified through training arranged by the employer. The ability and skill to compile and write reports from various documents maintained within WRFCHCS and to positively interact with cross-systems professionals including justice, health, mental health, substance abuse providers and educational institutions. Communication skills are required to effectively to coordinate services between WRFCHCS and entities serving the Wind River Reservation. Must have the ability to work under stressful situations and must be highly motivated to insure that the highest possible quality of care to sexual assault victims of regardless of age, sex, or sexual identity.
The TSS is under the direct supervision of the Project Coordinator, Behavioral Health Director. The supervisor sets all standards of work performance, develop deadlines and benchmarks for the work that needs to be completed. The TSS will perform the general and specific job duties of the position, maintains strict confidentiality of all client/patient information including all requirements of the Patient Protection and Accountability Act and Health Information Patient Protection Act, and established policies. The supervisor is kept informed of progress and potential issues. The work is reviewed in terms of effectiveness in meeting expected results.
Guidelines include WRFCHCS policies, procedures, and manuals, as well as federal, state and tribal laws/regulations and best practices in delivery of domestic violence, sexual assault, dating violence and stalking services to persons of all ages in Indian Country. Judgment is required in applying the guidelines and making minor deviations to adapt the guidelines to specific cases.
FACTOR 4 – COMPLEXITY
The work requires knowledge of principles & practices in childhood trauma, social work and integrated systems approaches to health care delivery. Knowledge of the Wind River Indian Reservation, tribal government structure and systems, including its health, welfare, and law enforcement/justice system is preferred. Working knowledge of domestic violence, sexual assault, dating violence, stalking services, treatment and recovery for victims of these crimes and of the effects of these effects of exposure on children/youth and families. Community organization and advocacy skills are required. Must have the necessary knowledge and education to gain a thorough understanding of the existing patient population that WRFCHCS serves. Requires the ability and business knowledge to develop calendars, schedules, data collection report, and informational/educational materials. Familiarity with Violence Against Women’s Act and tribal, state, and federal laws concerning DV/SA/Dating Violence/Stalking, domestic relations and court procedures preferred. General phone skills, office equipment, word processing and computer skills are required.
