Victim Assistance/Trauma Services Specialist Job Description
SUMMARY OF WORK:
The Wind River Family and Community Health Care System (WRFCHCS) ,Northern Arapaho Tribe proposes to hire a halftime victim assistance/trauma services specialist to work closely with the Tribal Prosecutor Office and Wind River Tribal Court in assisting victims of crime whose cases are before the court. He/she will assist victims of violent crimes in applying for victim compensation and provide care management, serving as an advocate for child/youth and adult victims of crime by tracking their cases, assisting in locating and arranging for resources, and accompanying them to court and parole board hearings.
Special emphasis will be to focus on the child/youth victims of crime and with violence crimes affecting families while rebuilding the mental, spiritual and physical aspects of his or her life, reduce the effects of trauma and promote healing. This not only helps these children/youth victims, but enhances their ability to return to safe family homes and succeed in school and in the community. This is a population health approach to crime victimization that addresses both the crisis and chronic effects of victimization across the health, education and human service system affecting these children/youth and families.
The Victim Witness Coordinator-Children’s Cases, with direction on of the Tribal Prosecutor, is responsible for managing a multidisciplinary caseload consisting of child/youth victim and traumatized witness supports, provide multi-agency liaison supports, community support coordination and non-therapeutic counseling. The position is responsible for informing the child /youth victims and witnesses of their rights, prosecution process and supports them through the prosecution of perpetrators.
- Nature of Work: Work is performed in an office environment during office hours with the exception of in the field visits and on call requirements. This position requires some travel to attend meetings and/or workshops and to meet with other personnel.
- Personal Contacts: Requires daily contact with other court personnel to establish the best interest of the client. Contact with other agencies is a requirement of the Shoshone and Arapaho Tribal Law and Order Code on the criminal and sometimes civil matters.
- Essential Functions: This position is responsible for coordination of clients/victims associated with or related to civil and criminal cases in accordance with Shoshone and Arapaho Law and Order Code of the Wind River Indian Reservation.
HUMAN CONTACT SKILL:
This position will involve contacts with the public frequently and often under circumstances that may be stress involving uncooperative or hostile individuals. Requires knowledge and application of appropriate oral communication and human relations techniques.
Additional contacts with immediate peers, peers in other departments, immediate supervisor, supervisors in other departments, customers, outside vendors/service providers, professional level employees, including law enforcement, court personnel, federal criminal justice systems.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- The Witness Coordinator provides support through non-therapeutic counseling to victims and witnesses of crimes.
- Provides referrals to appropriate services such as counseling, shelter, and other tribal, county, state, and federal programs.
- Provides information regarding prosecution process and court proceedings to ensure Victim and Witness cooperation.
- Provides legal information and explains the trial process to the victims and witnesses.
- Prepares the victims to testify in criminal cases and advocates for victims in and out of the courtroom setting.
- Works within Tribal, State, and Federal Court systems to assist understanding complex legal proceedings.
- Advises clients of the victim’s rights and keep clients updated on case progress.
- Communicates with the community and individuals through outreach programs.
- Attends MDT and CPT meetings, prepares reports and case updates for the Tribal Prosecutor and meet deadlines.
- The Witness Coordinator shall maintain a continuous liaison and work with representatives of Federal, State, and Bureau of Indian Affairs Law Enforcement agencies. Federal, state and local social services agencies, Behavioral Health Agencies, Substance Abuse Agencies, Schools and any other relevant agencies relevant to the client’s case plan. The Witness Coordinator shall coordinate activities with all departments and other programs serving the interests of the clients on the reservation to ensure that the clients best interest.
- The Witness Coordinator shall maintain an updated knowledge of legal developments in the field of criminal law and how it applies to the Wind River Indian Reservation.
- The Witness Coordinator shall make written progress reports to the Tribal Prosecutor on a weekly basis and shall report the progress of each client.
- Continues professional development and invests time in staying current on the profession.
- The duties and responsibilities of the Witness Coordinator are subject to change as other assigned duties may be designated.

- Knowledge, Skills & Ability: Must have advanced knowledge of dynamics of child abuse, neglect, domestic violence, sexual assault, stalking, principles of violent behaviors, and victimology. Must have advanced knowledge of Tribal, State, and Federal Codes, ordinances, and court procedures related to child abuse/neglect and child witnesses of domestic violence, sexual assault, and victimology. Must have advanced knowledge of crisis intervention techniques. Must have knowledge of safety plans strategies and techniques. Must have advanced knowledge of community resources providing assistance to families and individuals. Must have advance knowledge of principles of casework involving analysis of the physical, psychological, and social factors. Must have knowledge of human behavior and behavioral sciences; dynamics of interpersonal relationships and family dynamics. Must be able to establish and maintain an effective working relationship with supervisory personnel, coworkers, subordinates, the general public and State, Federal and Tribal agencies and staff. Must be able to work with minimal to no supervision. Must be able to work in high stress environment and handle difficult situations. Must be able to exercise independent discretion and judgment. Must be able to travel. Must have organizational skills and be able to plan, prioritize and manage workload to meet goals in a timely manner. Must have good project management skills; provide strong leadership, prioritize project tasks, meet project deadlines and effectively communicate with personnel, coworkers and the general public. Must have excellent communication skills and be able to communicate clearly in person, in writing, and by telephone and email. Position required being on-call. Must not have a substantiated abuse or neglect record as determined by a record check. Must maintain confidentiality. Native American preferred.
EDUCATION AND EXPERIENCE:
- Must hold a BA degree with emphasis in social work, crime victim services, human services, psychology or criminal justice or a related field or have an AA degree in social work, human services, crime victim services or criminal justice three (3) years of experience; or a BSN with case management experience3 as a public health nurse that involved services to victims of crime.
- Must have a minimum of two (2) years of experience working in the social service field or with advocacy resource programs required.
- Must have a good understanding of the policies and procedures of the Shoshone and Arapaho Law and Order Code.
- Must have or acquire training in the field of a balanced approach to criminal matters.
To be eligible to serve as a Victim Assistance/Trauma Services Specialist a person must:
- Be of good moral character.
- Must be able to pass a complete federal, state and tribal background investigation and Central Registry check. Prior to employment must pass a drug test. Will be required to submit to random drug testing throughout employment.
- Must have a valid Wyoming State Driver’s License.
- Must have knowledge of laws in the Shoshone and Arapaho Tribes Law and Order Code and of the Northern Arapaho and Eastern Shoshone Tribe.
- Must attend arraignments, trials and other court proceedings of potential and current clients.
- Must keep a case management system for all clients served and made contact with.
- Have the ability to prioritize and organize work effectively to meet deadlines.
- Must be dependable in following through on work assignments and be dependable and reliable in attendance and productivity.
- Must serve on an on call schedule regardless of hours and/or holidays.
- Must deal with the public and court staff in a positive and objective manner and maintain the utmost confidentiality with court documents. An employee found to be in breach of confidentiality will be subject to grounds for disciplinary action and/or termination.
