The Healthcare Informatics Officer (HIO) is tasked with examining and interpreting large sets of medical data in order to help organizational leaders develop strategies in health care delivery and for maintaining a successful business. The HIO will possess a strategic understanding of data gathering, data storage and methods of data sharing.
The HIO position provides insights into and supports WRFCHC efforts in the improvement of care delivery, the management of population health and coordination of care among the health systems departments and services, applying their expertise to complex projects and strategic initiatives.
The HIO position supports fact-based decision making in the organization by developing high quality analytical points of view through data management, analysis, interpretation, presentation and dissemination. He/she is responsible for providing strategic direction to integrate data measurement and management in all domains of practice including quality and safety, cost, service and operations.
The HIO will assist the CAC in determining the needs and requirements for clinical application in the settings in which patient services are delivered. The HIO will lead the evaluation, selection and implementation of clinical systems (i.e. EMR, digital imaging, etc.) and will work with staff and physicians to optimize the utilization of clinical systems through education and training, quality outcomes and providing support in accordance with organizational goals.
DUTIES AND RESPONSIBILITIES:
1. Act as a liaison between the clinical departments, the Information Technology Department and Administration.
2. Oversees the design and application of established methods and processes to assist users with the generation, storage, retrieval, use and sharing of biomedical information and knowledge, bridging the gap between business users, clinicians, and IT personnel.
3. Ability to oversee and effectively manage multiple projects and deadlines
4. Creates the vision and strategic direction for growth analytical tools across departments.
5. Work with staff and physicians to optimize the utilization of clinical systems through education and training, quality outcomes, and providing support in accordance with organizational goals.
6. Provides thought leadership and acts as a subject matter expert in the designing and recommendations of appropriate analytical approaches and methodology in addressing key issues within the organization.
7. Routinely prepares and presents relevant clinical and market data to administration and department heads in a clear and concise manner.
8. Acts as an internal consultant and possess a base of solid clinical analysis, statistics/biostatistics, indicator and scorecard development/management and community skills.
Knowledge and skills:
Proficient computer skills with extensive experience using various software applications; relational database structures and reporting software
Experience with clinical/healthcare software applications, RPMS preferred; demonstrated knowledge and skills in statistical packages and concepts including control charts
High-level skill in the use of complex data in healthcare and business/value development and the ability to analyze data and draw meaningful conclusions
Demonstrate ability to manage projects involving large volumes of data, ability to instruct others effectively; display, analyze, package and explain data to individuals with varied levels of understanding and abilities; and, experience with healthcare collaborative measures across a health system
Strong strategic analytical skills for data, product line and continuum of care analysis combined with sound business judgment and ability to communicate and influence across the continuum
Excellent oral, written, “platform” and interpersonal communication skills. Ability to work independently and with individuals at all levels
High degree of creativity in problem-solving
Project management skills desirable
Education and Minimum Qualifications:
Bachelor’s Degree required, Registered Nurse preferred; Master’s degree in Public Health, Nursing, Health Sciences, Business Administration, or Informatics area preferred.
Minimum of two (2) to five (5) year experience in data/statistical analysis
Location: WRFCHC Clinical sites on the Wind River Indian Reservation orAddition Qualifiers:
