Summary of Duties and Responsibilities

The position of Commissioner for the Northern Arapaho Gaming Agency is a full-time position that requires the employee to be on-call when not present in the office. This position is for a three-year term, with no guarantee of employment beyond the initial term. The Commissioner shall serve as one of three voting members of the Northern Arapaho Gaming Commission. During the three-year term of employment, the Commissioner will spend one year serving as the Chairperson of the Commission. The Commissioner will be expected to uphold and enforce all applicable gaming regulations and laws to ensure the Tribe’s compliance with its Secretarial Procedures, Tribal laws, and all applicable federal laws and regulations

Specific Responsibilities

The Commissioner shall perform such services and duties as necessary to ensure the proper regulation and oversight of all gaming operations and activities of the Northern Arapaho Tribe, including, but not limited to, the following:

  • Attend monthly Gaming Task Force Meetings with the Northern Arapaho Business Council, Casino Operations, and the Tribe’s attorney
  • Perform inspections of all licensed Tribal gaming operations;
  • Perform reviews and approve floor plans and surveillance systems for gaming facilities to ensure the protection of public health, safety and environment;
  • Administer and oversee licensing investigations, background checks, and determinations of an individual’s qualification to receive a gaming license;
  • Conduct investigations and hold hearings in regards to violations of Title 3 of the Northern Arapaho Code, Gaming Regulations, customer/ employee complaints and other infractions that threaten the integrity of the Tribe’s gaming operations;
  • Coordinate with other state, Tribal, and federal agencies;
  • Promulgate, review, and revise regulations, rules, and procedures to govern and facilitate the regulation and licensing of gaming operations, personal or entities in accordance with applicable law;
  • Promulgate, review, revise, and enforce technical standards and rules of each game of chance operated by the Tribe;
  • Maintain accurate records, minutes of all meetings, and the list of barred persons;
  • Issue, suspend, and revoke gaming licenses as needed;
  • Carry out each of the responsibilities and duties set forth for the Agency in the Tribe’s Secretarial Procedures; and
  • Defend decisions of the Commission in Tribal Court;


To perform the job successfully, the candidate should have, at least, the following qualifications:

  • Bachelor’s Degree
  • Be an enrolled citizen of the Northern Arapaho Tribe
  • Prior management and regulatory experience
  • Ability to read, draft, and interpret highly technical materials related to internal gaming controls
  • Must be able to be licensed by the Northern Arapaho Gaming Agency
  • Must be able to pass a background check and not have been previously convicted of a felony or any crimes related to dishonesty, theft, embezzlement or acts of moral turpitude.
  • (5) years experience with Class II and Class III Indian Gaming required
  • Ability to understand and enforce the Northern Arapaho Tribe’s Secretarial Procedures, Title 3 of the Northern Arapaho code and all applicable federal laws and regulations
  • At least two (2) years of experience working with (a) a tribe, tribal entity, or organization dedicated to tribal interests or (b) a federal or state government agency with oversight or responsibility for tribal issues preferred
  • Applicants may not be the immediate family of current members of the Northern Arapaho Business Council and may not possess a financial interest in casino operations.

  • Ability to travel and participate in required training, leadership development and other events; and
  • Ability to adequately and successfully perform all duties and responsibilities of this position
