will be responsible for developing and implementing the Tribe\u2019s Brownfields Program.\u00a0 Pursuant to 40CFR 128(a) Comprehensive Emergency Response Compensatory Liability Act (CERCLA), tribes must:\u00a0 Establish a public record, develop a timely survey and inventory of Brownfield sites, develop oversight and enforcement programs, and develop and implement public participation procedures.\u00a0 Collect physical, chemical, and biological data.\u00a0 Conducts environmental studies to determine if the quality of the environment has been negatively impacted by human activities.\u00a0 Takes steps to rectify environmental impacts through the development and implementation of regulations to protect the environment.\u00a0 Develop and revise essential management plans, codes, standards, and ordinances, which relate to environmental protection.\u00a0 Responsible for creating partnerships with other tribal entities to further produce successful economic redevelopment of aesthetics of Tribe.\u00a0 Protects communities by enforcement of tribal regulations regarding environmental quality.\r\n\r\n&nbsp;\r\n\r\n<strong><u>JOB CHARACTERISTICS<\/u><\/strong>\r\n\r\n&nbsp;\r\n\r\n<strong>Nature of Work, Job Environment, &amp; Hazards<\/strong>:\u00a0 This position performs duties in the field and in the office, including training and attendance of workshops as schedule permits.\u00a0 Some work outside of normal working hours may be required.\u00a0 Position requires working outdoors in all weather conditions, exposing employee to all types of weather conditions.\u00a0 Position requires working in various types of terrain, including steep slopes, wetlands, and flowing water.\u00a0 There is potential to visit work sites that may contain hazardous substances\/contaminants.\u00a0 There is a possibility of dealing with physical and verbal confrontations with members of the public.\u00a0 This position requires frequent use of motor vehicles.\u00a0 Due to the nature of work, job environment, and hazards entailed in this job, there can be a possibility of accidents, and various medical emergencies.\r\n\r\n&nbsp;\r\n\r\n<strong>Personal Contacts<\/strong>:\u00a0 Contacts include the general public, tribal employees, tribal environmental personnel from across the country; U.S. EPA staff from operation, regional, and headquarters level; federal employees including BIA, USFWS, BOR, BLM, IHS, US ACOE, USGS; state government employees, elected officials, local elected officials, and employees including county and city governments; staff from environmental organizations, school personnel, school students, and contractors to the Natural Resource Office.\r\n\r\n&nbsp;\r\n\r\n<strong>Supervision Received<\/strong>:\u00a0 Supervision in performance of duties will be provided by the NANRO Director.\u00a0 Workplan deliverables, negotiated with the EPA project officer, guide the activities of the Brownfields Coordinator.\r\n\r\n&nbsp;\r\n\r\n<strong>Supervision Exercised:<\/strong>\u00a0 Incumbent will oversee Brownfield Site Assessment and Cleanup Contractors\r\n\r\n&nbsp;\r\n\r\n<strong>Essential Functions<\/strong>:\u00a0 Performs duties that require the ability to direct staff, write detailed reports and proposals, coordinate program activities, provide technical assistance, communicate effectively, calculate, and make decisions.\r\n\r\n<strong><u>\u00a0<\/u><\/strong>\r\n\r\n<strong><u>AREAS OF JOB ACCOUNTABILITY AND PERFORMANCE:<\/u><\/strong>\r\n\r\n&nbsp;\r\n\r\n&nbsp;\r\n<ol>\r\n \t<li>Develops and implements the Brownfields Program. Ensures documentation requirements are met including Quality Assurance \/ Quality Control approval, Standard Operating Procedures, and assessment documentation.<\/li>\r\n<\/ol>\r\n&nbsp;\r\n<ol>\r\n \t<li>Designs and plans monitoring and abatement plans for Brownfield sites in compliance with Federal EPA Brownfield statutory language.<\/li>\r\n<\/ol>\r\n&nbsp;\r\n<ol>\r\n \t<li>Prepares annual grant proposals and workplans for continuation of funding.<\/li>\r\n<\/ol>\r\n&nbsp;\r\n<ol>\r\n \t<li>Drafting and directing the implementation of regulations.<\/li>\r\n<\/ol>\r\n&nbsp;\r\n<ol>\r\n \t<li>Assist and make recommendations to the tribal administration on issues affecting the Northern Arapaho Tribe.<\/li>\r\n<\/ol>\r\n&nbsp;\r\n<ol>\r\n \t<li>Participate in U.S. Environmental Protection Agency Tribal and Regional Operations Committee (TOC\/ROC) functions.<\/li>\r\n<\/ol>\r\n&nbsp;\r\n\r\n&nbsp;\r\n\r\n<strong><u>JOB REQUIREMENTS<\/u><\/strong>:\r\n\r\n&nbsp;\r\n\r\n<strong>Knowledge<\/strong>:\u00a0 First, this position requires knowledge of applicable federal, state, local and tribal regulations related to the environment and\/or the protection of the environment. In addition, knowledge of Quality Assurance\/Quality Control Protocols and Standard Operating Procedures are required.\u00a0 Second, requires knowledge of budgeting requirements for both tribal and federal programs regarding allowable costs and expenditures; Includes projections and workplan development for one-to-three-year projects using guidance applicable for the Brownfields program.\u00a0 Third, requires knowledge of tribal, state, and federal procedures for regulation approval, cooperative agreement processes, and other administrative procedures for program development.\u00a0 Fourth, requires knowledge of the tribe\u2019s personnel policies and procedures for the supervision of tribal employees. An equivalent combination of education and experience is defined as having an Associate of Arts Degree and a minimum of 4 years in the field of environmental science or a related field.\u00a0 This equivalent must entail experience related specifically to program
